Overview
This document describes the artwork specifications and best practices used in Wurl political advertisement.
Please follow these guidelines as closely as possible. Adhering to these specifications will ensure the quality of your final product.
Creative Guidelines and Specifications:
CTV Specifications
- Insertion Point: Pre-roll, mid-roll, post-roll
- Maximum ad display duration: 15 sec and 30 sec. video
- Resolution: 1920x1080
- Bitrate: 15mbps
- File Format: .mp4
- Max File Size: 100mb
- Audio:

General requirements
- All political advertising must contain a clear and conspicuous "Paid for by" disclosure identifying who paid for the communication, whether it was authorized by a candidate or organization, and any additional information required by local regulations. Unauthorized candidate or third-party ads must also include contact information for the sponsoring organization within the ad or landing page content.

Advertisers must provide the following information when uploading a "Political (Elections)" ad:

Name of the Political Advertiser

Political Advertiser Contact Info: A telephone number, physical address, Web address, or alternative and reliable contact information for the Political Advertiser

Name of the Political Advertiser's chief executive officer, executive committee or board of directors or treasurer
Other Info: Any other information required by applicable federal or state law to be included in a disclaimer notice for the Political Advertiser, and any other info required under the DAA's Self-Regulatory Principles for Political Advertising.

- Wurl will pre-approve all creatives for Candidacy campaigns and advocacy issues.
- Wurl will not accept creatives for local candidate races (anything outside of Senatorial or Congressional) or issues (example – THC legalization in a given state) in the following states due to additional record keeping and disclosure requirements.
CA, MD, WA, NV, NJ, NY, VA, & IL
- Wurl will also approve all creatives prior to serving and reserves unilateral rights to take down any creatives for any reason after it has gone live.
- Wurl will QA the creative, basically we cannot run anything that is graphic images, has strong language, guns shooting, etc.

Creative Review Policy
Prohibited Content in Creatives:
Aggression in creative is not allowed →
- Attack ads against another candidate personally
- Attack ads against another candidate's policies
- Any ad that has extreme or aggressive tones or language
- Any ad that is interpreted to be slanderous in nature
- Any ad that attacks groups, organizations, cultures, countries, or similar.
- Any ad that seems to be intended to display blatant shock value
Claims that would influence voters to not vote or delegitimize an election in creative is not allowed →
- Ads that portray voting or census participation as useless/meaningless and/or advise users not to vote or participate in a census.
- Ads that delegitimize any lawful method or process of voting or voting tabulation (including in-person voting on paper or on machines, absentee voting, vote by mail, and lawful collection of ballots), as illegal, inherently fraudulent, or corrupt, or will result in a fraudulent or corrupt election administration or outcome.
- Ads that delegitimize an election and/or result as fraudulent or corrupt because the result can't be determined on the final day of voting and/or before ballots received after the final day of voting are lawfully counted.
- Ads that claim voter fraud (such as voter impersonation, duplicate voting, or non-eligible individuals voting) is widespread and/or alters the outcome of elections and/or results in a fraudulent or corrupt election.
- Ads that claim the election date or the mechanism for electing the President can be changed in ways not permitted by a country’s set of laws.
- Ads with premature claims of election victory.
- Ads that are inconsistent with health authorities on voting safely.

- Creative that uses computer/AI generated visual likeness or audio (voice) of another person doing or saying anything that that did not happen.
